My new car does come with 600 pages user's manual. There is a 15 pages quick start guide so that you know the basics. Howerver, the cars today are so complicated, you may not need to read through the whole book to drive, but how to program the preset radio, home like, memory seats /mire and bludetooth phone/ audio will take some times. The key of handling complexity is to have a smart default setting so that you get all the "common" options before venture into more customized setup. On the other hand this document provide jobs and job security. If it is too easy, they will get a high school student to do the job. or out source it to China and India.
