Check out this small company in Huntsville. http://www.q-track.com/infoinnovate.htm
It is touted as "indoor GPS" which may solve some of your robot tracking issue. It may need additional sensor to resolve resolution under 1 ft using traditional methods.

It does not look like Cheap.Compare to RFID.Hahaha.
I think they provide the Dynamic Accuracy.(Object in motion) All I need is Static Accuracy.(Object Pass a Door, Hallway...)
