People are expecting too much from the court system. The job of the judge is to determine if the person commit a crime or not. I think this is a man-slaughter case which is death by negligence. The question is if he is liable (reponsible) for the baby's death. If the example here is that he can not see the pedestrian on the road, hence not liable, then it is too easy to be a truck driver in Taiwan. I would say the truck driver is not guilty of "murder", but he is definitely liable in the civil suit, which his insurance company should pay for the damage and the driver license revoke.

Vechicle safety is another issue where the guilty parties are the car/truck manufacturer and the goverment regulation agency. These are where the money can be found not just sending the poor truck driver to jail!
